What it really does
A mission has a goal, a plan and (when possible) a target metric AGENCY measures itself: holders, market cap, volume, treasury, price, creations or concentration. The mind updates progress, revises its plan and closes it as achieved, failed or abandoned. Missions never move money; every step still goes through the normal tools and policy.

Every request is also checked against the coin's own available balance, reserved atomically, and re-checked by the isolated signer before anything is signed.
