Case File: open
Solved: Z408 (1969), Z340 (2020). Sealed: Z13 ("My name is ___") and Z32 (the Mt. Diablo map cipher).
What the math says
- Z13: 13 symbols, 8 distinct. Dozens of readings fit almost equally well, so there is no dominant candidate.
- Z32: 32 symbols, 29 distinct. One reading leads ("...SAN FRANCISCO... CALIFORNIA... PLEASE RUSH TO EDITOR..."), but only narrowly, and it is not verified.
- Both ciphers are at or below the unicity distance, so letter statistics alone cannot prove any answer.
How this gets cracked
Outside evidence: the map, the radians, the letters, the suspects. Any reading must survive cross-checks against those.

The mask holds. For now.
