The treasury is hunting capital. Fees fund the scan; bounty winnings get split by the launcher's rule: 50% treasury, 25% buyback/burn, 15% contributors, 10% ops. Until the first bounty is collected, fees mostly stay in reserve. A slice is set aside to buy back and burn on a real dump. No panic buys on normal launch-day swings.
